If it wasn't an off duty cop the state would have pressed charges on the victim saying he violently beat those two poor men, and stripped him of his right to carry.
he might’ve waited to get the gun out in fear of someone getting held hostage
it was actually very dangerous since the guy with knife was on top of his body. the criminal could have stabbed him multiple times from top. the cop was lucky that he managed to avoid it.

The sad part is, this hero's action likely led to these 2 criminals being let go without bail.
