At 25m if you can’t cover the group with a quarter the shooter needs to work on fundamentals. You don’t touch the sights until there is a good group.

You are correct as long as the shooter can put the next two shots in a group. I hsve seen shooters not able to put any shots in a group.
I would never have one of my Soldiers make adjustments based on that. Thats not a grouping.
Also, pulling a shot is one of the reasons the Army moved to a 5 round shot group.
AND, BONUS PRO TIP: Now that were not doing a 3 round triangulation, get the 4 pack of sharpies, and color code each shot group.
The 4 pack has black, blue, red, and green.
Just run the marker around the hole to color code which shot group it was.
Plot twist, I pulled all 3 of those shots.
Use a laser bore sighter to pre-zero and adjust for ballistics at the zero range. I zero my 5.56 for 36 yards and my 7.62×51 at 100 yards. Once I get to the range, I can usually fill up a group the size of a dime at 36 yards for a 36/300 yard zero on my 5.56 and 100 yard zero on my 7.62×51. My pre laser bore sighted zeroes are true 99/100 times. Quit wasting ammo. You're going to need every round soon to fight off the shekel-shavers, illegals and naggers, etc…
How in world did they accomplish this? First time behind the rifle? That should be a 600m shot group
If they SUCK that bad at 25 meters then hand the gun to someone else to zero. That person should work on fundamentals not zeroing.

I usually start zeroing my rifles at 25 yards, then 50, then 75 and finally 100 yards. It is slower but seems to yield better results. All of my rifles are zeroed POA=POI at 100 yards.
Travis Haley has a wonderful video about chasing your zero.
Temperature and pressure, etc, change. So change with them. There is no reason to get upset. And you will likely need to change with the weather. Getting upset just hurts, so laugh about it and make the adjustments.
