I could see this happening back in the day in my old Neighborhood. Cops and Crooks would park near our houses. The Cops would wear plain clothes. Many times we'd end up call Police on Police.
In this case I blame the Cops and the Homeowner. !. He should have stay inside and called 911 if he thought car was suspicious. The Police could have ID'ed themselves as the Man approached their van.
This was a case of Stupid vs Stoopid. But initially I blame goes to the Homeowner. Stay inside.

The cops are provoking this man and they know it. They know this guy owns a firearm and parking outside his house at night will entice him to come check out the car with his gun. In other words, they are playing on his weaknesses in hopes of creating a volatile situation. Cops killed him because their game plan of provocation worked
