Really sack that one. She does not belong in the police force. Is only a matter of time until she will get her partner , an innocent bystander or herself killed. Same goes for the other . My advice : seek a different job. They will be doing everyone a world of good .
There is no way to know that the guy was disarmed after the clerk took his knife. I'm just sorry for the little dog. imagine all the abuse he was exposed to.

Why did police stop using batons to address beligerent/hostile/lightly armed (scissors, fists). Less lethal and it works.
