I carry about 4, in a gear bag I bring to the gate, I also bought a small trauma kit that has shears and gauze and a chest seal and another tourniquet with rubber gloves, I used to be a volunteer EMT and it changed my thinking as a security guard

Knee to the groin. Cut off that bleed while applying TQ. Stop putting it right above the wound. It goes up in the groin. High and tight. When it’s tight take knee of groin area where you are applying pressure to stop bleed.

Many departments do not allow their police to have a gun mounted light. I don’t know if this is one of them. But you can only do so much in the dark with the tools you’re given. Can’t drop your light and just blast into the dark.

It is absolutely wrong to be too aggressive with the tourniquet. The tourniquet locks the surgeon into a course of treatment that may not be required. You always see people in the field using tourniquets but you never see paramedics using them in the ambulance. Why is that? Because a tourniquet is only, only for an arterial bleed that cannot be controlled otherwise. The pattern is direct pressure, elevation, pressure point and then as a last resort tourniquet. The damage done to the extremities by cutting off blood supply is not worth the risk. If the person has a pulse, in this case at the ankle and you do not see an arterial bleed then direct pressure is the only proper treatment. Everyone watches TV and everyone is too quick to slap tourniquets on minor wounds. I'm not saying a gunshot wound is minor but unless you know it hidden artery and see an arterial bleed you're only asking for trouble by slapping a tourniquet on it.
And I'm not talking about combat troops where medical aid may be hours away. We're talking about law enforcement in a city that will be in an emergency room within 10 to 15 minutes. yes someone can bleed out in that period of time but I can assure you if it's an arterial bleed you will know it. If you haven't seen an arterial bleed, they don't just bleed into the thigh with no external signs. Proper medical Care requires checking a distal pulse, looking for a pumping blood sweat and if you don't see those direct pressure is the correct treatment.
Simply stop slapping tourniquets on every little boo boo. It's stupid and dangerous
In addition to having the windlass strap open, the tourniquet should be opened all the way up to apply to a leg.
The combat load is primarily for self application to an arm. Trying to bring a looped tourniquet over a foot and up a leg, and then find the end and tighten is slower and more prone to issues.
The better way is to open it all the way up, throw the windlass end over the uninjured side, and then reach under the injured leg to grab the end. That only takes a a few seconds from opening it up to starting on the windlass.

Fun fact: Greenville sheriffs office in SC has the highest officer involved shootings in SC. They also have the highest unwarranted use of deadly force in SC currently they are being sued by no less than 4 individuals who were shot by police when they shouldn't have. A woman also just sued them for killing her dog. One police officer in particular has shot so many they finally put him on desk duty.
