The forward, smaller cop WAS STUPID: he crossed into the line-of-fire of the guy talking to the perp, essentially nullifying his partner. He was lucky the perp didn't attack him when they were lined up, because the back-cop woud have had no shot.

It's very clear that not all officers could take those shots under the stress and close proximity to the other officer. These are difficult shots under the circumstances. The lead up, like everything else, was not perfect. The Officer's got the job done and were able to go home to their families.
